City of New Hampton PSA

The City of New Hampton is reminding all residents to flush ONLY toilet paper in the sanitary sewer system.  Disinfectant wipes, baby wipes, paper towels are NOT to be flushed.   According to Tim Angell, Wastewater Treatment Plant Superintendent for the City of New Hampton, those items such as wipes and paper towels DO NOT break down like toilet paper and create sewer backups in the sanitary sewer lines and possibly your home.  Thank you for assisting the City of New Hampton.  Stay Safe!!

Help Line Established

Help line established to assist local small businesses applying for funding assistance during COVID-19 emergency.

NICC DISTRICT—A joint partnership established between Greater Dubuque Development Corporation (GDDC), the Small Business Development Center (SBDC) - Northeast Iowa Region, Winneshiek County Development and Tourism, and Northeast Iowa Community College will help small business owners navigate the application process for local, state and federal funding.


Trained experts from the organizations will help guide businesses seeking assistance through Governor Kim Reynolds' and State of Iowa's COVID-19 Iowa Small Business Relief Program. The program provides financial assistance and tax deferral to eligible small businesses impacted by COVID-19.


"Our small businesses are the lifeblood of our commu emergency. nity. Now it's time for us to be their life line. We have established the Dubuque County Small Business Help Line through our partnership as a way to ensure that these businesses survive and thrive once the pandemic subsides," expressed Rick Dickinson, GDDC president.


Business owners may call (563) 588-3350 between 8:30 a.m. - 4 p.m., Monday through Friday, or email at sbhelpline@nicc.edu.


The Iowa Small Business Relief Grants offer eligible small businesses grants ranging from $5,000-$25,000 in addition to offering Iowa businesses a deferral of sales and use or withholding taxes due and waiver of penalty and interest. To be eligible for a small business relief grant, eligible businesses must have employed between 2-25 people prior to March 17, 2020. Applications for assistance are due no later than March 31, 2020.


Governor Reynolds announced Monday that the U.S. Small Business Administration (SBA) has issued a disaster declaration for the state of Iowa as of January 31, 2020 and continuing. The declaration allows pandemic-impacted small businesses to apply for low-interest support loans.


These loans may be used to pay fixed debts, payroll, accounts payable and other bills that can't be paid because of the disaster's impact. The interest rate is 3.75% for small businesses. The interest rate for non-profits is 2.75%. SBA offers loans with long-term repayments in order to keep payments affordable, up to a maximum of 30 years.

 
The Small Business Help Line will further assist small business owners, such as those in the retail and hospitality industries, with questions about what this declaration means for their business.

 
"There is potential for serious change in our economic landscape and our local SBDC consultants are here to help business owners pull through and offer guidance wherever needed. This innovative initiative to support businesses in northeast Iowa will fill a need. We are here to serve our communities, business owners and friends in these trying times," stated Stephanie Fromm, executive director of Winneshiek County Development and Tourism.


"We established our partnership between Greater Dubuque Development Corporation, the Small Business Development Center that serves northeast Iowa, and Winneshiek County Development and Tourism to ensure that small businesses have guidance and assistance in understanding the financial resources they need to help them during this difficult time," said Wendy Mihm-Herold, NICC vice president of business and community solutions.

 
When a small business owner calls the help line, a team of coaches from NICC/SBDC and GDDC will provide one-on-one assistance to navigate the application process, manage paperwork and answer questions.

Governor Reynolds Announces COVID-19 Iowa Small Business Relief Program
Financial Assistance and Tax Deferral Now Available to Eligible Small Businesses Impacted by COVID-19

DES MOINES - Governor Reynolds today announced the launch of a new Iowa Small Business Relief Program that will provide financial assistance to small businesses that have been economically impacted by the COVID-19 pandemic. The program offers eligible small businesses grants ranging from $5,000-$25,000 in addition to offering Iowa businesses a deferral of sales and use or withholding taxes due and waiver of penalty and interest.

"Small businesses are the source of thriving main streets and community pride across Iowa," said Gov. Reynolds. "The Small Business Relief Grant Program is another way we can support our small businesses during this unprecedented time." 

Iowa Small Business Relief Program Grant:

To be eligible for a small business relief grant, eligible businesses must:  

  • Be experiencing business disruption due to the COVID-19 pandemic 
  • Have employed between 2-25 people prior to March 17, 2020 

The Small Business Relief Grants will assist eligible businesses in maintaining operations or reopening business following the COVID-19 pandemic. The funds may not be used to pay debts incurred prior to March 17, 2020.

The Iowa Economic Development Authority will review grant applications for eligibility and will determine the grant amount by the level of impact including loss in sales revenue and employees. Notification of award decisions and disbursement of grant funds will be expedited.

Tax Assistance:

The Iowa Department of Revenue will review each application as applicable, to determine if it is appropriate to grant a deferral of the eligible taxes and waiver of penalty and interest.

The dual application for grant assistance and tax deferral is available at iowabusinessrecovery.com. The deadline for applications is March 31 at 12:00 p.m. (noon). The program may be restricted due to funding availability.

Tree Trimming

According to New Hampton City CodeSection 66.6 -The owner or agent of the abutting property shall keep the trees on or overhanging the street trimmed so that all branches will be at least 15feet above the surface of the street and 8 feet above the sidewalks, and do not interfere with or obscure utility wires, street lights, or street signs. If you have trees that are in violation of the City Code, please have them trimmed by September 13th so the City will not have to take action.  The compost site will be open free of charge the month of September.

TRIBE Trail Lands $100,000 Grant

The TRIBE Trail's second phase is definitely a go after committee members learned last week that the Wellmark Foundation has awarded the trail a $100,000 grant.

That means the TRIBE Trail Committee has enough money to go ahead with the bidding process for Phase II of the trail that will run from Logan Street to Linn Avenue and cost about $625,000 to build.

Committee member Megan Baltes said the committee had used the Wellmark grant in its preliminary calculations on how much money it had raised so "this is really big for us to have it secured and we're very appreciative of the Wellmark Foundation's belief in our project."

Along with grants from the Iowa Department of Transportation, the Black Hawk Gaming Association, the Chickasaw County Community Foundation and Wellmark, the committee has also received about $249,000 in private donations to help fund Phase II of the trail that will eventually connect trails in Mikkelson Park and the city's west-side Industrial Park.

Because the Iowa Department of Transportation's grant comes from its Transportation Alternative Program (TAP) that is funded by federal dollars, the committee must bid out Phase II of the project.

Baltes and fellow TRIBE Trail Committee member Rick Kramer expect to bid the project in June and work will begin sometime this August and be completed by the fall.

Phase I of the TRIBE Trail runs from Mikkelson Park through the Boy Scout Playground, down Fourth Avenue and through Garnant Park and was built in the fall of 2017.

Tuesday - 3 pm - 6 pm
Thursday - 3 pm - 6 pm
Saturday - 9 am - 1 pm

Fees will be:  $2.00 per licensed vehicle or trailer
                     $5.00 per dump truck load

Compost will be picked up curbside on Friday, May 3, 2019.  Compost & brush will be picked up curbside on Friday, May 17, 2019.  No barrels will be picked up and brush cannot be longer than 4 feet.

New Hampton Municipal Light Plant & New Hampton Economic Development Honored with Economic Development Impact Award

Iowa's rural electric cooperatives and municipal utilities commitment goes far beyond ensuring safe, reliable, affordable, and environmentally responsible energy. They actively create strategic partnerships and provide technical and financial assistance to support business growth and community vitality. Annually, Iowa Area Development Group (IADG) presents Impact Awards to utility partners who were involved in significant economic development initiatives the prior year. During a meeting of the New Hampton Industrial Development Corporation, the New Hampton Municipal Light Plant & New Hampton Economic Development was recognized for their economic development accomplishments and commitment to the community.  

New Hampton Municipal Light Plant & New Hampton Economic Development was presented with an IADG Impact Award for community development. New Hampton Municipal Light Plant & New Hampton Economic Development has supported economic development in the community for many years. A recent example of project participation includes support for the $6 million facility renovation project for the Mercy One - New Hampton Medical Center. This upgrade provides improved health care, better patient privacy, new technology, and a renovated emergency department. All combined, these increased capabilities will provide much needed health care infrastructure for the community, its employers and residents. New Hampton Municipal Light Plant & New Hampton Economic Development secured a $300,000 grant from the USDA Rural Economic Development Loan & Grant program to support this project. New Hampton Municipal Light Plant provided an additional $60,000 in matching funds. Receiving this USDA grant also established a Revolving Loan Fund (RLF) for the New Hampton Municipal Light Plant & Economic Development Office. The loan repayments will go into this newly established RLF and be available to support additional local projects for years to come.
 
"We commend Brian Quirk and the New Hampton Municipal Light Plant as well as Tammy Robinson and the New Hampton Economic Development Office for their steadfast support of business and community development," said IADG President, Rand Fisher. "They are providing important technical and financial assistance that many times is a key component in successfully securing projects that create jobs and support community vitality.
