The City Council of the City of New Hampton met in regular session in the Council Chambers at 112 East Spring Street, New Hampton Iowa at 7:00 p.m. Monday, August 4, 2025. The meeting was called to order by Mayor Geerts. Council members present were Schwickerath, Humpal, Larsen, Porath. Speltz and Denner were absent. Also in attendance were City Attorney Todd Prichard, Conrad Rosendahl, Tammy Robinson, Casey Mai, Kyle Anderson, Taylor Steine, Daryl Berg of Rembrandt Foods, Pete & Dixie Zeien and Bob Fenske.

Comprehensive Solid Waste Mgmnt Plan Update – FMC Landfill

Speltz arrived at 7:03 pm.
Bids for the dead/diseased tree removal project were due by 4:30 pm, Monday, August 4th. The original bid request identified 25 private properties that needed to be addressed, as of now, there are 13 properties. Once the winning contractor removes the trees, they will notify City Hall with the properties that need to be billed. City Hall will bill the residents and allow 30 days for repayment before submitting to Chickasaw County for collection with their property taxes.

Public Works Director Casey Mai reviewed all the bids to ensure consistency.
City Clerk Karen Clemens presented the completed FY2025 Street Finance Report for City Council approval. The annual report is due to the Iowa Dept of Transportation and summarizes all the activity related to any street department activity in FY2025. Moved by Porath, seconded by Larsen; That Resolution No. 6751 RESOLUTION APPROVING THE 2025 STREET FINANCE REPORT, be approved. Ayes – Schwickerath, Speltz, Humpal, Larsen, Porath. Nays – None. Absent- Denner. Resolution approved.
Daryl Berg, president of Rembrandt Foods, introduced himself and his company to the Council and gave a brief overview Rembrandt Foods processes, staffing and wastewater and water needs for his business to operate. PWD Mai and city staff have had several discussions regarding their proposed wastewater and water needs; Mai wants to ensure that city residents are not burdened with additional wastewater expenses due to industrial users’ needs. Tammy Robinson has reached out to several State of Iowa organizations to apply for grants/assistance to help the City meet the needs of Rembrandt Foods. Berg is requesting City Council approval of the IDNR Treatment Agreement Form which is the first step to receiving approval for wastewater discharge. Berg will provide a 30 day BOD testing sample to the city to allow the city engineers to calculate that their discharge will meet the discharge requirements. Mai also discussed the possible need for a water supply analysis to be completed to ensure the city water supply is capable of meeting the demand.

PWD Casey Mai completed the tabulation of the tree removal bids. Moved by Humpal, seconded by Larsen; That Resolution No. 6750 A RESOLUTION ACCEPTING THE BID FOR THE TREE REMOVAL OF DEAD / DISEASED TREES ON PRIVATE PROPERTY FROM SSPI SOLUTIONS IN THE AMOUNT OF $5,050.00, be approved. Ayes: Schwickerath, Speltz, Humpal, Larsen, Porath. Nays – None. Absent- Denner. Resolution approved.
