The City Council of the City of New Hampton met in regular session in the Council Chambers at 112 East Spring Street, New Hampton Iowa at 7:00 p.m. Monday, April 1, 2024. The meeting was called to order by Mayor Geerts at 7:25 p.m. Council members present were Denner, Fisher, Humpal, Larsen, Porath and Speltz. Also in attendance were Casey Mai, Tim Pedersen, Tammy Robinson, City Attorney Todd Prichard, Tony Trower, Jake Hackman and Bob Fenske.

Approve meeting agenda:

3. Approve City Claims of $136,776.30

Moved by Speltz, seconded by Larsen; that the consent agenda be approved as presented. Ayes – Six. Nays – None. Absent – None. Motion carried.

Moved by Denner, seconded by Speltz; That Resolution No. 6624 A RESOLUTION TO SET A DATE FOR A PUBLIC HEARING ON THE FY 2024-2025 PROPOSED BUDGET FOR APRIL 15, 2024 AT 7:00 PM, be approved. Ayes – Denner, Fisher, Humpal, Larsen, Porath, Speltz. Nays – None. Absent – None. Resolution approved

Tony and Stacy Trower requested a curb cut along their property on the east side of North Chestnut Avenue to create private parking spots on the empty lot. Casey Mai explained that the curb cut would eliminate one parking stall along the east side of North Chestnut Avenue. Moved by Fisher, seconded by Humpal; That Tony and Stacy Trower’s Driveway Permit Application is approved allowing the elimination of one parking stall at 7 North Chestnut Avenue. Ayes – Six. Nays – None. Absent – None. Motion carried.

Moved by Porath, seconded by Speltz; That the council go into closed session pursuant to Iowa Code Section 21.5(1)i, which provides: To evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session. Ayes – Denner, Fisher, Humpal, Larsen, Porath, Speltz. Nays – None. Absent – None. Motion carried.

Resumed Open Session at 8:39 p.m.

Moved by Speltz, seconded by Porath; That Police Chief Tim Pederson receive a two day unpaid suspension and create a development plan. This will be purged from Tim’s record after one year without incident. Ayes – Denner, Fisher, Humpal, Larsen, Porath, Speltz. Nays – None. Absent – None. Motion carried.

Moved by Porath, seconded by Fisher; That the council go into closed session pursuant to Iowa Code Section 21.5(1)c, which provides: To discuss strategy with Council in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation. Ayes – Denner, Fisher, Humpal, Larsen, Porath, Speltz. Nays – None. Absent – None. Motion carried.

Resumed Open Session at 8:59 p.m.

No action was taken as a result of the closed session meeting.
