The City Council of the City of New Hampton met in regular session utilizing Zoom.com with the Mayor and City Clerk in attendance at city hall on Monday, March 16, 2020 at 7:00 p.m.
The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present on Zoom.com were Denner, Diiro, McDonald, Perkins and Boos. Kuhn was absent. Also in attendance via Zoom.com was Jr. Mai, Rick Kramer, Tammy Robinson, Courtney Lechtenberg, Jason Speltz, Nicole Mulford and City Attorney Kevin Kennedy were also present.
Mayor Schwickerath made the following remarks: “Thank you all for attending this meeting via Zoom. As COVID19 presents a threat to the public health, we are complying with the Governors orders to limit gatherings of 10 people or less. Please let us know if you cannot hear the conversation, we will try and assist your issue. This is a public meeting and it will be conducted in the same manner as if we were all in the council chambers together. I ask the public to refrain from making comments unless addressed by the Mayor or Council member. All voting will be taken as a roll call vote to avoid discrepancies.”

The council reviewed the motions approved at the March 20, 2020 special council meeting. City Clerk Clemens shared with the council her concerns of having the entire city hall staff be possibly simultaneously quarantined due to the COVID 19 virus. Moved by Perkins, seconded by McDonald; that Mayor Schwickerath approve a Proclamation allowing employees to work at home to assist in the health and safety of City of New Hampton staff and allow department heads to schedule staff accordingly to allow for minimal contamination. City Clerk Clemens shared with the City Council an updated version of the employee handbook. The changes to the handbook reflect the changes made with the PPME Local 2003 Union in their agreements with the City of New Hampton. The Council discussed the Windstream utility poles that need to be replaced or repaired. The Council requested that the ROW requests be approved contingent on receiving a statement of commitment from Windstream. Moved by McDonald, seconded by Perkins; To authorize the two current Right of Way requests from Windstream be approved on the condition that the City of New Hampton receive a letter of commitment and timeline of the repairs that need to be made to Windstream poles, be approved. City Clerk Clemens asked the council for direction regarding the compost site for the residents to drop off compostable materials. The compost site was available for residents to use, free of charge, in the fall of 2019 to dispose of the tree branches and lawn waste. The site has not been locked during the winter months and there has not been any inappropriate dumping at the site. The Council requested the street department employees check on the compost site every Monday morning and to report if there are any non compostable items being dumped. Moved by Perkins, seconded by Diiro; That the compost site remain unlocked and open to public access, free of charge, without a paid attendant on site. Jason Speltz, representing the Chamber of Commerce, requested the council approve the fireworks agreement with J & M Displays for the Heartland Days celebration on June 13th, 2020. Moved by Denner, seconded by Perkins; That the Fireworks Display Agreement with J&M Displays, Inc. for Heartland Days June 13th, 2020, be approved. During conversations with Central Tank Coatings, there have been 2 possible changes to the contract. The City of NH requested to extend the payment due date from 30 to 90 days post completion date. The 2nd change is requested by Central Tank Coatings, given the COVID virus, they cannot guarantee the project will be completed by July 31, 2020, as we requested in the contract. They are planning on doing the project as long as the social distancing and state requirements allow them. Moved by Diiro, seconded by Denner; To approve the contract with Central Tank Coatings with the change of due dates and allowing the project completion date to be extended to September 30, 2020, be approved.
