The City Council of the City of New Hampton met in regular session in the Council Chambers at 112 East Spring Street, New Hampton Iowa at 7:00 p.m. Monday, August 21, 2023. The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present were Humpal, McDonald, Porath, Speltz, Denner and Fisher. Also in attendance were Police Chief Tim Pederson, Casey Mai and City Attorney Todd Prichard via telephone.

Finance Reports

Moved by McDonald, seconded by Fisher; that the Consent Agenda be approved as presented; Ayes – Six. Nays – None. Absent – None. Motion carried.

Police Chief Tim Pederson would like to advertise to sell the 2014 Dodge Charger and deposit the proceeds into the Police Department capital projects account. Moved by Humpal, seconded by Speltz; That Chief of Police Tim Pederson advertise the sale of the 2014 Dodge Charger and accept sealed bids until September 18th, 2023 at 5:00 pm in the City Clerk’s office; all proceeds to be deposited into the police department capital project account, be approved. Ayes – Six. Nays – None. Absent – None. Motion carried.

The Purchaser’s Affidavit for the purchase of Joe/Phyllis Leibold property for Phase 3 of the TRIBE Trail is completed. Council approval is needed to authorize the Mayor to sign the document. The Council approved this purchase at the March 20, 2023 meeting for $4,000. Moved by Denner, seconded by Porath; To authorize Mayor Bobby Schwickerath to sign the Purchaser’s Affidavit for the property purchase from Joe/Phyllis Leibold for the TRIBE Trail, be approved.
Ayes – Six. Nays – None. Absent – None. Motion carried.

City Clerk Karen Clemens reported that the dog pound inspection is complete and has been approved by the State of Iowa. The SNAP organization has paid for all the necessary repairs to the pound.

Councilmember Fisher requested to start discussions with Jendro Sanitation to replace the yellow garbage bags and using bins for garbage waste. Clemens will contact Jendro and share the information at the next council meeting.

Public Works Director Casey Mai shared several rate increase strategy sheets for the wastewater treatment plant improvements. The Council will continue to discuss the options to create an adequate revenue flow to finance the plant improvements.

Moved by Fisher, seconded by Speltz; that the meeting adjourn at 7:53 p.m. Ayes – Six. Nays – None. Absent – None. Motion carried.
