The City Council of the City of New Hampton met in regular session in the Council Chambers at 112 East Spring Street, New Hampton Iowa at 7:00 p.m. Monday, August 7, 2023. The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present were Fisher, Humpal, McDonald, Speltz and Denner. Porath was absent. Also in attendance were Police Chief Tim Pederson, Casey Mai, Tammy Robinson, Bob Fenske and Christina Pederson.

Moved by McDonald, seconded by Humpal; that the Consent Agenda be approved as presented; Ayes – Five. Nays – None. Absent – Porath. Motion carried.

City Clerk Karen Clemens explained the possible changes to the employee health insurance plan. When the ACA (American Cares Act) was passed in 2010 the City has able to keep their grandfathered health insurance plan with Wellmark/BCBS. The employee contribution rate has now surpassed what is deemed acceptable by the ACA. July1, 2023 the employee portion of health insurance premium has changed to 14%. This percentage has changed over the years as stipulated by the Union Agreement. After receiving quotes from additional companies, the premiums are increasing by 43-70%, for both the Employer and Employee. A possibility to keep our grandfathered plan involves approving a MOU with the union keeping the employee percentage at 13% retroactive to July 1, 2023; discussions for changes in the Union Agreement will take place with negotiations this fall. Moved by Humpal, seconded by Fisher; That Resolution No. 6584 A MEMORANDUM OF UNDERSTANDING BETWEEN LOCAL UNION # 2003 AND THE CITY OF NEW HAMPTON REGARDING EMPLOYEE HEALTH INSURANCE PREMIUMS, be approved. Ayes – Fisher, Humpal, McDonald, Speltz and Denner. Nays – None Absent – Porath. Resolution approved.

Economic Development Director Tammy Robinson has completed her search for an Economic Development Assistant and would request to hire Christina (Kristi) Pederson, with a start date of Tuesday, August 14, 2023. Robinson is requesting: 1. Pay rate of $20.00 per hour 2. One week of vacation annually, upon hire, 2 weeks of vacation after two years of employment 3. All other benefits allowed for full time city employees. Also, if Pederson terminates employment prior to completion of 1 year, repayment of vacation time used will be required. Moved by Fisher, seconded by Speltz; That Resolution No. 6585 TO HIRE CHRISTINA PEDERSON AS ECONOMIC DEVELOPMENT ASSISTANT EFFECTIVE AUGUST 14, 2023, be approved. Ayes – Fisher, Humpal, McDonald, Speltz and Denner. Nays – None. Absent – Porath. Resolution approved.

City Clerk Clemens presented a request to approve the Premium Only Plan (POP) which allows the employees the have the health insurance premium payroll deduction made pretax. Moved by McDonald, seconded by Humpal; That Resolution No. 6586 SECTION 125 PREMIUM ONLY PLAN, be approved. Ayes – Fisher, Humpal, McDonald, Speltz and Denner. Nays – None. Absent – Porath. Resolution approved.

Clemens presented the FY2023 City Street Finance Report for council approval. Moved by Denner, seconded by Fisher; That Resolution No. 6587 CITY STREET FINANCE REPORT, be approved. Ayes – Fisher, Humpal, McDonald, Speltz and Denner. Nays – None. Absent – Porath. Resolution approved.

McDonald shared a concern from a resident regarding the speed of traffic on Linn Avenue. McDonald requested councilmember’s to share their concerns, if any, with him after the meeting.

PWD Casey Mai informed the council that he is looking for funding for a portable speed limit warning device.

City Attorney Prichard reported that there are not any new developments in the Precision of New Hampton vs City of New Hampton lawsuit. Also, Prichard filed a Civil Infraction against a property owner for nuisance concerns.

Moved by Denner, seconded by Speltz; that the meeting adjourn at 7:32 p.m. Ayes – Five. Nays – None. Absent – Porath. Motion carried.
