The City Council of the City of New Hampton met in regular session in the Council Chambers at 112 East Spring Street, New Hampton Iowa at 7:00 p.m. Monday, December 19, 2022. The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present were Speltz, Daly, Denner, Fisher, Humpal and McDonald. Also in attendance were Zach Nosbisch, Casey Mai, Austin Hageman and guests, Kennen Sada, a NHHS student and City Attorney Todd Prichard.

Moved by Speltz, seconded by Daly; That the consent agenda be approved as presented. Ayes –Six. Nays – None. Absent –None. Motion carried.

Mayor Schwickerath announced now is the time and place fixed for the public hearing on the proposed sale of three parcels within the city limits of the City of New Hampton. The Council investigated and found that the time and the place of the hearing had in accordance with the law and as directed by the City Council been published in the New Hampton Tribune on the 8th day of December 2022 in New Hampton in the County of Chickasaw. Mayor Schwickerath asked for oral comments. There were none. Mayor Schwickerath asked for written comments. There was one bid.
Logan and Kayla Smith Parcel #1: 191007126408- $3,000

Mayor Schwickerath declared the hearing closed. Moved by McDonald seconded by Fisher; That Resolution No. 6552 A RESOLUTION ACCEPTING THE BID OF Logan and Kayla Smith IN THE AMOUNT OF $3,000 FOR PARCEL #1: #191007126408Section/Township/Range 07-95-12, W1/2 S 113.2/3' OF LOT 3 , be approved.
Ayes-Speltz, Daly, Denner, Fisher, Humpal, McDonald. Nays – None. Absent – None. Resolution 6552 approved.

Police Chief Zach Nosbisch explained the equipment build on the new Chevy Tahoe will cost $15,585 from Racom. He did receive another quote from Karl Chevrolet for $18,638 so Zach will be going with the lower price from Racom.

The IDOT is awarding the City of New Hampton funding for replacement of the bridge on East Hamilton. The current estimate is $985,000 for construction costs and $265,000 for engineering amounting to $1,250,000. This funding would cover up to $1,500,000 in construction costs and the City would be responsible for the engineering. Moved by Daly, seconded by Fisher; To direct Mayor Bobby Schwickerath to sign the Acceptance of Funding for Bridge Replacement and forward the agreement to the Iowa DOT, be approved. Ayes –Six. Nays – None. Absent – None. Motion carried.

The cleaning service help wanted ad was advertised for an additional two weeks. A bid was received from Bill Richter and Tabitha Drewelow for $20/ hour. Moved by Denner, seconded by McDonald; To approve an Agreement for Cleaning Service with Bill Richter and Tabitha Drewelow at the rate of $20.00 per hour and require the contractor to sign a confidentiality agreement and carry liability insurance, be approved. Ayes –Six. Nays – None. Absent – None. Motion carried.

Chief Nosbisch introduced Austin Hageman as a new police officer. Hageman started on December 12th and will attend a multi-week law enforcement training school. Hageman recited the Oath of Office with Mayor Schwickerath.

Moved by Denner, seconded by Fisher; That the meeting adjourn at 7:22p.m. Ayes – Six. Nays – None. Absent – None. Motion carried.
