The City Council of the City of New Hampton met in regular session in the Council Chambers at 112 East Spring Street, New Hampton Iowa at 7:00 p.m. Monday, December 1, 2021. The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present were Perkins, Boos, Diiro and McDonald. Denner and Fisher were absent. Also in attendance were, Kalista Daly, Randy & Jenny Bouillon, Board of Supervisors Chairperson Rick Holthaus, Paula Dahl and several NHHS government class students and City Attorney Todd Prichard.

Jenny Bouillon, Owner Keke’s Bakery, is requesting the council to consider making a parking spot near the intersection of Main & Chestnut a spot limited to 10 Minutes. The bakery frequently has customers stopping to pick up items and this parking spot would accommodate those customers, as well as other retailers’ customers. Also, after initial inspection, it appears the parking stalls are very long North Chestnut and could be reduced to add another spot. Fire Department Fire Chief, Toby Schwickerath, presented a list of wages to be paid to the volunteer fireman. The hourly rate is $15.00 which is the same as 2020. Chickasaw County Board of Supervisors (BOS) chairperson, Rick Holthaus, was in attendance to share the update on the most recent Chickasaw Council Ambulance Council (CCAC) meeting and BOS meetings regarding the ambulance service conundrum that Chickasaw County is trying to resolve. Council member McDonald also shared some of the information he learned while attending the CCAC meeting in place of Mayor Schwickerath. The CCAC received one bid during their RFP process, from AMR. There are some concerns that AMR will not meet the expectations the CCAC has requested. Holthaus then shared with the council a possibility that Chickasaw County may use a portion of their $2.3 million in American Rescue Plan (ARP) funds toward a publicly held ambulance service. BOS members Holthaus and Byrne have had discussions with the local Mercy Hospital representatives, other governmental units that are currently running their local ambulance service. A representative from Iowa Falls, Iowa attended the BOS meeting and shared Iowa Falls’ experience in getting the city-run ambulance service up and running. Funding and staffing are the most significant issues facing the BOS, Holthaus wants to continue discussions with all the stakeholders to have an equitable solution. After a lengthy discussion the City Council supported the idea of a publicly held ambulance and requested that Mayor Schwickerath share that at the next CCAC meeting. The council thanked Holthaus for attending and keeping the council updated.
Mayor Schwickerath presented an Addendum to the exisintg 28E agreement the City has with the Chickasaw Ambulance Council. Moved by McDonald, seconded by Boos; That the ‘Addendum to Iowa Code Chapter 28E Agreement for Ambulance Services in Chickasaw County, be approved. Ayes – Four. Nays – None. Absent – Denner and Fisher. Motion carried.
Jamie Ohrt, organizer of the New Hampton Running Club and Pedal & Play bike shop has requested approval of the ‘Jingle Jog ‘n roll’ bike and running route on Friday, December 10, 2021 from 7:00 – 9:00 pm. Moved by Perkins, seconded by Diiro; That the run and bike route request for the Jingle Jog ‘n Roll event on December 10, 2021 from 7:00 – 9:00 pm, be approved. Ayes – Four. Nays – None. Absent – Denner and Fisher. Motion carried.
