The City Council of the City of New Hampton met in regular session in the Council Chambers at 112 East Spring Street, New Hampton Iowa at 7:00 p.m. Monday, February 1, 2021. The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present were Diiro, Fisher, McDonald, Perkins and Denner. Boos was absent. Also in attendance were Zach Nosbisch, Casey Mai and City Attorney Kevin Kennedy.

Moved by Diiro, seconded by Perkins; the agenda be approved as presented. Ayes-Five. Nays – None. Absent –Boos. Motion carried.

Moved by Perkins, seconded by Fisher; That the minutes of the regular council meeting of January 18, 2021, be approved. Ayes-Five. Nays – None. Absent –Boos. Motion carried.

Moved by Perkins, seconded by Denner; that claims in the amount of $141,248.10 be approved. Ayes-Five. Nays – None. Absent –Boos. Motion carried.

Moved by McDonald , seconded by Diiro; That the proposed ordinance AN ORDINANCE AMENDING LOUD AND RAUCOUS NOISE AS DISORDERLY CONDUCT receive its second consideration, be approved. Ayes – Diiro, Fisher, McDonald, Perkins, Denner. Nays-None. Absent-Boos. Motion Carried. Mayor Schwickerath ordered the ordinance change request be placed on the agenda for the next regular council meeting for its third and final consideration.

Moved by Perkins, seconded by Denner; That Resolution No. 6457 A RESOLUTION TO SET A PUBIC HEARING ON FEBRUARY 15, 2021 CITY COUNCIL MEETING TO HEAR CITIZEN COMMENTS ON THE FY 2021-2022 PROPOSED TAX LEVY REQUEST, be approved. Ayes – Diiro, Fisher, McDonald, Perkins, Denner. Nays-None. Absent-Boos. Resolution approved.
Moved by Denner, seconded by Diiro; That the Right-of-Way request from Windstream Communications, Inc. to replace two deteriorated poles along 3rd Ave between East Spring and east Main Street, be approved. Ayes-Five. Nays – None. Absent –Boos. Motion carried.

Moved by McDonald, seconded by Fisher; That the recipients of the 2021 Hotel/Motel Grants from Hotel/Motel Sales tax Revenue, be approved. Ayes – Five. Nays – None. Absent – Boos. Motion carried.

On October 23, 2018, America’s Water Infrastructure Act (AWIA) was signed into law. AWIA Section 2013 requires community (drinking) water systems serving more than 3,300 people to develop or update risk assessments and emergency response plans (ERPs). The law specifies the components that the risk assessments and ERPs must address, and establishes deadlines by which water systems must certify to EPA completion of the risk assessment and ERP. This information needs to be completed by July 1, 2021. Public Works Director Casey Mai explained to the council that he just informed of this requirement this last week. Rustin Lingbeek with SEH, Inc. has provided a professional agreement to assist the city in completing this document. Mai will assist Lingbeek to complete this report to maximize cost savings despite the short timeline he has been given. Moved by McDonald; seconded by Diiro; That Resolution No. 6458 AN AGREEMENT FOR PROFESSIONAL SERVICES WITH SEH, INC. FOR THE PROJECT OF WATER SYSTEM AWIA COMPLIANCE ASSISTANCE, be approved. Ayes – Diiro, Fisher, McDonald, Perkins, Denner. Nays-None. Absent-Boos. Resolution approved.

Moved by Perkins, seconded by Denner; That the tax exemption under the City of New Hampton Urban Renewal Revitalization Plan for Nathan Shatek, be approved. Ayes – Five. Nays – None. Absent – Boos. Motion carried.

Casey Mai, Director of Public Works, informed the council he has posted the help wanted ad for the Wastewater Treatment Grade IV Plant Operator on several online sites. The deadline for applicants to submit their application is February 26, 2021. Mai is still researching the possibility of rates changes for water and sewer.
