The City Council of the City of New Hampton met in regular session in the Council Chambers at 112 East Spring Street, New Hampton Iowa at 7:00 p.m. Monday, February 7, 2022. The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present were Fisher, Humpal, McDonald, Boos, Daly. Denner was absent. Also in attendance were Zachary Nosbisch, Casey Mai, Tammy Robinson, Bob Fenske, and City Attorney Todd Prichard (via telephone) Aaron Flugum with MercyOne, several boy scouts and their parents.

Moved by Humpal, seconded by Fisher; That the agenda be approved as presented. Ayes – Five. Nays – None. Absent – Denner. Motion carried.

Moved by McDonald, seconded by Daly; That the minutes of the regular council meeting of January 17, 2022, be approved. Ayes – Five. Nays – None. Absent – Denner. Motion carried.

Moved by McDonald, seconded by Fisher; That the claims in the amount of $56,407.21 be approved. Ayes – Five. Nays – None. Absent – Denner. Motion carried.

City Clerk Karen Clemens requested the council to set a public hearing for the Max Levy. This will be the first of two public hearings for the 22/23 budget. Moved by McDonald, seconded by Boos; That Resolution No. 6497 A RESOLUTION SETTING DATE FOR A PUBLIC HEARING ON FEBRUARY 21, 2022 FOR THE MAX LEVY FOR THE FY2022-2023, be approved. Ayes – Fisher, Humpal, McDonald, Boos, Daly. Nays – None. Absent – Denner. Resolution approved.

City Clerk Karen Clemens presented the list of recipients of Hotel/Motel Grants for 2022. Moved by Fisher, seconded by Daly ; That the recipients for the 2022 Hotel/Motel Grants from 2021 Hotel/Motel Sales Tax revenue, be approved. Ayes – Five. Nays – None. Absent – Denner. Motion carried.

Bids for the remodeling project of the police department entry way were opened. The following bids were received:

1. Bob Hackman $4,043.29
2. Knights Construction Company $5,183.60

Chief Nosbisch requested to review the two proposals.

Chief Nosbisch is requesting the council to approve his request to solicit bids for a new police car. Typically the bidding process does not start until July of the next fiscal year but Nosbisch is concerned with the lead time needed for dealers/manufacturers. Moved by Boos, seconded by McDonald; To allow Police Chief Zachary Nosbisch to solicit bids for a new police car, be approved. Ayes – Five. Nays – None. Absent – Denner. Motion carried.

Chief Nosbisch recommended the City Council approve the low bid of Bob Hackman for the entry way remodeling project. Moved by Boos, seconded by McDonald; That Resolution No. 6498 A RESOLUTION ACCEPTING THE BIDS OF BOB HACKMAN IN THE AMOUNT OF $4,043.29 TO REMODEL THE POLICE DEPARTMENT ENTRYWAY AT 22 SOUTH LOCUST, be approved. Ayes – Fisher, Humpal, McDonald, Boos, Daly. Nays – None. Absent – Denner. Resolution approved.

City Clerk Karen Clemens shared with the council the 2021 Walk ability Assessment Report. This walking tour took place October 6, 2021 and allowed New Hampton representatives a chance to identify and visualize ways to provide a better environment to walk and bike. The council will continue to be updated on the progress of the Healthy Hometown projects sponsored by Wellmark.

Every year MercyOne Hospital has requested the mayor to sign an Agreement Regarding Healthcare Service to Low Income Individuals. As the agreements states, MercyOne needs this approved by the City Council to continue in its participation in a federal government drug discount purchasing program. We have signed this agreement with the hospital for many years, per Aaron Flugum, “this program is of great benefit to the hospital and the service they can offer” This agreement does not financially impact the city in any way. Moved by Fisher, seconded by Boos; To direct Mayor Schwickerath to sign the Agreement Regarding Healthcare Services to Low Income Individuals with MercyOne New Hampton Medical Center, be approved. Ayes – Five. Nays – None. Absent – Denner. Motion carried.

Moved by McDonald, seconded by Fisher; That the applications of Marie Glaser for tax exemption under the city wide Urban Revitalization Plan for New Hampton be approved and authorizing the Mayor to sign the application and forward to the County Assessor. Ayes – Five. Nays – None. Absent – Denner. Motion carried.

City Clerk Karen Clemens explained that the Board of Adjustment met to rule on the request of Donald Lynch. The board denied the 10’ variance, but the resident is planning of moving the placement of the garage so a variance is not necessary.

Moved by Daly, seconded by Humpal; That the Liquor License #LC0035934 for The Pub at the Pinicon and DOLGENCORP, LLC #BC0029853, be approved. Ayes – Five. Nays – None. Absent – Denner. Motion carried.

Moved by McDonald, seconded by Fisher; That the following minutes and correspondence be accepted and place on file. Ayes – Five. Nays – None. Absent – Denner. Motion carried.

Mayor Schwickerath updated the council on the most recent activity with the Chickasaw County Ambulance Council. The CCAC agreed to have a feasibility study completed with SafeTech Solutions to determine if a government run ambulance service is a viable option. The CCAC is hopeful they will have a response by August 2022. Administrator of MercyOne New Hampton Medical Center Aaron Flugum shared his thoughts on the future of ambulance service and his frustration with local stakeholders and their inability to come to a consensus about the future of ambulance service in Chickasaw County.
