The City Council of the City of New Hampton met in regular session in the Council Chambers at 112 East Spring Street, New Hampton Iowa at 7:00 p.m. Monday, January 16, 2023. The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present were Denner, Fisher, Humpal, McDonald, Speltz and Daly. Also in attendance were Casey Mai, several NHHS students and City Attorney Todd Prichard.

Moved by McDonald, seconded by Fisher; That the consent agenda be approved as presented. Ayes – Six.  Nays – None. Absent –None.  Motion carried.

City Clerk Karen Clemens informed the council that the city employee handbook states that the mileage reimbursement should be established by resolution annually by the City Council.  The City Code states the rate shall be established by the State of Iowa Statute.  The current IRS / State of Iowa mileage allowance is $.655 per mile when using a personal vehicle.  Moved by Denner, seconded by Speltz; That Resolution No. 6554 A RESOLUTION SETTING THE MILEAGE REIMBURSEMENT RATE of $.655 FOR EMPLOYEES WHEN USING PERSONAL VEHICLES FOR CITY BUSINESS, be approved:  Ayes -Denner, Fisher, Humpal, McDonald, Speltz, Daly.  Nays – None.  Resolution approved.

PWD Mai requested council approval of a new John Deere 1025R Sub Compact Utility Tractor, including the mower and snow blower, with trade in.  Mai would like to have this piece of equipment replaced on a 5 year rotation. Moved by McDonald, seconded by Humpal ; That the Public Works Department purchase a John Deere 1025R Utility Tractor for $13,000, be approved: Ayes – Six.  Nays – None.  Absent – None.  Motion carried.

PWD Casey Mai has been working with Fox Strand on the street project which will provide improvements to South Broadway (Garfield to West Main), North Maple (railroad to Milwaukee St), Cleveland ( South Linn to South Locust) and Logan Ave (South Linn to South Alta).  This agreement is for $6,000 to cover the initial design and engineering.  Moved by Daly, seconded by Fisher;  That Resolution No. 6555 A RESOLUTION AUTHORIZING AN AGREEMENT FOR TECHNICAL SERVICES AND TASK ORDER 23-01 WITH FOX STRAND ENGINEERING FOR THE STREET IMPROVEMENT PROJECT, be approved.  Ayes – Denner, Fisher, Humpal, McDonald, Speltz, Daly.  Nays – None.  Absent – None.  Resolution carried.

Moved by Fisher, seconded by Daly; To direct Mayor Schwickerath to sign the Agreement Regarding Healthcare Services to Low Income Individuals with MercyOne New Hampton Medical Center, be approved. Ayes – Six. Nays – None.  Absent – None. Motion carried.

Council member McDonald is planning on requesting an updated CIP project plan for each department.  McDonald will inform the departments in a couple months.

Moved by McDonald, seconded by Denner; That the meeting adjourn at 7:17 p.m. Ayes – Six.  Nays – None.  Absent – None.  Motion carried.
