The City Council of the City of New Hampton met in regular session in the Council Chambers on Monday, January 21, 2019, at 7:00 p.m.

The meeting was called to order by Mayor Larsen at 7:00 p.m. Council members present were Denner, Diiro, Kuhn, McDonald and Perkins. Carey was absent. Zachary Nosbisch, Jr Mai, Tammy Robinson, Jeff Bernatz, Paul Rottinghaus, David Rottinghaus, Derek and Jessica Heying and Mira Schmitt-Cash were also present.

Moved by Diiro, seconded by Perkins; That the agenda be approved as presented. Ayes-Five. Nays-None. Absent – Carey. Motion carried.

Moved by Kuhn, seconded by McDonald; That the minutes of the January 7, 2019 regular Council meeting be approved. Ayes-Five. Nays-None. Absent – Carey. Motion carried.

Moved by Denner, seconded by Perkins; That claims in the amount of $143,018.65 be approved. Ayes-Five. Nays-None. Absent – Carey. Motion carried.

Moved by Perkins, seconded by Dirro; That AN ORDINANCE EXTENDING THE TIME IN WHICH TO PAY FINES FOR PARKING VIOLATIONS, receive its third and final consideration. The role call resulted as follows: Ayes- Denner, Diiro, Kuhn, McDonald, and Perkins. Nays-None. Absent – Carey. Mayor Larsen ordered the Ordinance #868 duly adopted.

Economic Development Director Tammy Robinson explained a proposed crosswalk across West Milwaukee for Zip’s Truck Equipment employees to access their north parking lots. The Iowa Department of Transportation will be responsible for all costs and signage. Paul and David Rottinghaus requested a safer alternative for their employees crossing Hwy 18. Moved by Denner, Seconded by McDonald; That Zip’s Truck Equipment be allowed to install a pedestrian crosswalk near the intersection of North Maple Ave and West Milwaukee Street, across West Milwaukee Street, be approved. Ayes – Five. Nays – None. Absent – Carey. Motion carried.

Bids were accepted for a 2007 Dodge Charger (Police)

Moved by Perkins, seconded by Denner; That Resolution No 6383 A RESOLUTION ACCEPTING THE BID OF REECE BALL IN THE AMOUNT OF $1,717.00 FOR THE 2007 DODGE CHARGER, be approved. The roll call resulted as follows: Ayes – Denner, Diiro, Kuhn, McDonald and Perkins. Nays – None. Absent – Carey. Resolution passed.

Moved by Perkins, seconded by Diiro; that AN ORDINANCE ESTABLISHING THE BOARD OF TRUSTEES OF THE NEW HAMPTON MUNICIPAL COMMUNICATIONS UTILITY, receive its first consideration. The roll call resulted as follows: Ayes – Denner, Diiro, Kuhn, McDonald and Perkins. Nays – None. Absent – Carey. Mayor Larsen ordered the ordinance placed on the February 4, 2019 Council meeting agenda for its second consideration.

Moved by Kuhn, seconded by Diiro; That the application of Dollar General Store #2397 for a Class C Beer Permit be approved. Ayes – Five. Nays – None. Absent – Carey. Motion carried.

City Attorney Kennedy updated the council on the Board of Adjustment decision for Derek and Jessica Heying. The Board of Adjustment allowed the Heying’s to build a 30’ x 45’ garage on their property.

Moved by Diiro, Seconded by Denner; That the Finance Reports for December 2018, be approved.
