The City Council of the City of New Hampton met in regular session in the Council Chambers on Monday, July 1, 2019 at 7:00 p.m.

The meeting was called to order by Mayor Larsen at 7:00 p.m. Council members present were Carey, Denner, Diiro, Kuhn and Perkins. McDonald was absent. Zach Nosbisch, Jr Mai, Courtney Lechtenberg, Tammy Robinson, Tim Angell, Bob Fenske and City Attorney Kevin Kennedy were also present.

Mayor Larsen requested that Item B. – Request to Shoot Fireworks from City Property, be removed from the agenda. Moved by Carey , seconded by Perkins; The agenda be approved as amended. Ayes-Five. Nays-None. Absent – McDonald. Motion carried.

Moved by Kuhn, seconded by Diiro; That the minutes of the June 17, 2019 regular Council meeting and June 21, 2019 special council meeting minutes be approved. Ayes-Five. Nays-None. Absent – McDonald. Motion carried.

Moved by Perkins, seconded by Denner; That claims in the amount of $206,075.17 be approved. Ayes-Five. Nays-None. Absent – McDonald. Motion carried.

Moved by Perkins, seconded by Diiro, That Resolution No. 6397 A RESOLUTION NAMING DEPOSITORIES be approved. Ayes – Carey, Denner, Diiro, Kuhn, Perkins. Nays-None. Absent- McDonald. Resolution passed.

Megan Baltes with TRIBE Trail Committee explained the status of Phase II of the Tribe Trail. The bidding process is complete with the assistance of the IDOT and Mike Danberg of SEH, Inc. Croell, Inc. was the lowest bidder with a bid of $451,235. Over $381,000 has been raised through grants for Phase II, the remainder has been contributed through private donations. Construction is scheduled to be completed by October 2019, weather permitting. Moved by Kuhn, seconded by Perkins; That Resolution No.6398 TO ACCEPT THE CONTRACT BETWEEN THE IOWA DEPARTMENT OF TRANSPORTATION AND CROELL, INC. FOR PHASE II OF THE TRIBE TRAIL PROJECT, be approved. Ayes – Carey, Denner, Diiro, Kuhn, Perkins. Nays-None. Absent-McDonald. Resolution passed.

TRIBE Trail committee member Rick Kramer requested to have a ‘Pedestrian Crossing’ and two ‘25 Speed Limit’ signs installed on Logan Ave. The TRIBE Trail is hopeful that the trail will be available for pedestrian use this fall. Moved by Carey, seconded by Perkins; That a sign labeled “Pedestrian Traffic” and 2 signs labeled “25 Speed Limit” be installed on East Logan prior to the completion of Phase II of the TRIBE Trail, be approved. Ayes – Five. Nays – None. Absent – McDonald. Motion carried.

Economic Development Director Tammy Robinson explained the renovations being made by Zach Ruroden, owner of GT Murphy Abstractor to the building at 22 East Main. The Advisory Board approved a $5,000 grant for the renovations. Moved by Kuhn, seconded by Diiro; That Resolution NO. 6399 A RESOLUTION AWARDING AN ECONOMIC DEVELOPMENT GRANT TO ZACH RURODEN OWNER OF GT MURPHY ABSTRACTOR IN THE AMOUNT OF $5,000, be approved. Ayes-Carey, Denner, Diiro, Kuhn, Perkins. Nays-None. Absent-McDonald. Resolution passed.

Councilmember Perkins shared with the Council a list of social/service organizations that the City of New Hampton contributes to every fiscal year. With the uncertainty of future increased expenses, City Clerk Karen Clemens itemized the contributions and asked the council to consider reviewing these payments in future fiscal years. Moved by Perkins, Seconded by Denner; To approve the payment of $20,023.00 to local service agencies: Chamber of Commerce $6,133, NEIA Comm Action $3,571, Chickasaw County Council on Aging $8069, Helping Services for Youth & Families $1,250 and Pathways $1,000 , be approved. Ayes – Five. Nays – None. Absent – McDonald. Motion carried.

Moved by Diiro, seconded by Carey; That the application for Kwik Star #714 for their Class C Beer Permit, be approved. Ayes-Five. Nays-None. Absent- McDonald. Motion carried.

City Attorney Kevin Kennedy reported on the Board of Adjustment hearing for Scott & Carrie Bohaty. The Board of Adjustment approved the variance for using materials unlike the original structure. A building permit will be issued.

Moved by Denner, seconded by Perkins; Approving the application of Duane and Michelle Gaul for Tax Exemption under the City-wide Urban Revitalization Plant for New Hampton and authorizing the Mayor to sign the application and forward to the County Assessor, be approved. Ayes – Five. Nays – None. Absent – McDonald. Motion carried.

Moved by Kuhn, seconded by Carey; That the following be accepted and placed on file:
