The City Council of the City of New Hampton met in regular session in the Council Chambers on Monday, July 20, 2020 at 7:00 p.m.

The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present were Kuhn, McDonald, Perkins, Boos, Denner. Diiro was absent. Also in attendance were Zachary Nosbisch, Tammy Robinson, Tim Angell, Tony Trower, Jason Speltz, Justin Hankins, Rustin Lingbeck and Becky Schwab with SEH, Inc. and City Attorney Kevin Kennedy.

Moved by Kuhn, seconded by Perkins; The agenda be approved as presented. Ayes- Five. Nays – None. Absent – Diiro. Motion carried.

Moved by Perkins, seconded by McDonald; That the minutes of the July 6, 2020 regular Council meeting, be approved. Ayes- Five. Nays – None. Absent – Diiro. Motion carried.

Moved by Perkins, seconded by Boos; That claims in the amount of $164,592.69 be approved. Ayes- Five. Nays – None. Absent – Diiro. Motion carried.

City Clerk Karen Clemens requested to encumber funds for the following department: Police – $1,255.23-Uniform Allowance for new officer, Fire Department – $7,537.23 – Equipment, Airport – $2,514.74 – Repair to Hangar door. Moved by Perkins, seconded by McDonald; That requests to encumber funds from the 2019-2020 Fiscal Year Budget be approved. Ayes – Five. Nays – None. Absent – Diiro. Motion carried.

Chamber of Commerce director, Jason Speltz, is requesting to close North Walnut Avenue from Main Street north to the alley for the “Shop the Square” event on July 29, 2020 from 9:00 am thru 5:00 pm. The city street department will provide the barricades. Moved by Kuhn, seconded by Boos; That the request to close North Walnut Avenue from Main Street north to the alley for ‘Shop The Square’ from 9:00 am thru 5:00 pm, be approved. Ayes – Five. Nays – None. Absent – Diiro. Motion carried.

Included in your packet is an Agreement for Professional Services Agreement for the Western Avenue and High School Area Drainage Analysis. SEH, Inc has provided a quote for the drainage analysis of $11,700.00. I have forwarded a copy of the agreement to the Superintendent of Schools, Jay Jurrens and he is planning on talking to the NHCSD Board at their meeting on Monday, July 20th. Moved by Perkins, seconded by Kuhn; To direct Mayor Bobby Schwickerath to sign the Agreement for Professional Services with SEH, Inc. for the Western Avenue and High School Area Drainage Analysis contingent on the New Hampton Community School District participate in paying for 40% of the quote, be approved. Ayes – Four. Nays – None. Abstain – McDonald. Absent – Diiro. Motion carried.

Joan Knoll, Commissioner of Elections is requesting to use the NH Fire Station as a polling location for the general election on November 3, 2020. They are requesting the truck bays be empty (fire trucks parked outside) on November 2nd & 3rd. New Hampton Fire Chief Toby Schwickerath is not in favor of having the fire trucks/equipment parked outside. The council offered the Commissioner of Elections the use of the community center as a polling location. No action was taken on the use of the fire station as a polling location.

Clemens presented a quote from Mobotrex for an annual maintenance agreement for the seven traffic signals. The traffic signal at the intersection of Linn Ave and Hale Street has not been working optimally for several months and the Light Plant staff has maintained the equipment. The council has several questions about the maintenance agreement. Clemens will request Mobotrex has a representative attend the August 3, 2020 meeting.

Tony Trower is requesting a parade route for the 2020 Motorcycle Rally being held September 11th and 12th, 2020. Also, that Ring Road only allow motorcycles starting at 5 pm on Friday, September 11th and Saturday September 12th and make East Spring from 4th Avenue to Main Street a ‘one way’ if needed during the rally on the 11th & 12th. Moved by Kuhn, seconded by McDonald; To approve the parade route for the 2020 New Hampton Motorcycle rally, allow only motorcycles on Ring Road starting 5 pm Friday, September 11th thru Saturday September 12th and make East Spring from 4th Avenue to Main street a one way if needed during the rally on the 11th & 12th, be approved. Ayes – Five. Nays – None. Absent –Diiro. Motion carried.

Chief Nosbisch would like to start the process of soliciting bids for a new police car. The 2011 Dodge Charger has over 163,000 miles on it. There is concern that the manufacturing process make take longer than normal due to COVID19 so he would like to allow for the uncertain time frame. Moved by Perkins, seconded by Boos; That Police Chief Zachary Nosbisch be allowed to solicit bids for a new police car, be approved. Ayes – Five. Nays – None. Absent – Diiro. Motion carried.

Moved by Kuhn, seconded by Boos; That the application for License #LE0001727 Fareway Store #922, be approved. Ayes- Five. Nays- None. Absent- Diiro. Motion- carried.

Moved by Perkins, seconded by Denner; That the application for Tax Exemption under the City of New Hampton, Iowa Urban Revitalization Plan for John Wandersheid, be approved. Ayes –Five. Nays – None. Absent – Diiro. Motion carried.

Moved by McDonald, seconded by Perkins; That the Finance Reports for June, 2020, be approved. Ayes – Five. Nays – none. Absent – Diiro. Motion Carried.

Moved by Kuhn, seconded by McDonald; That the following be accepted and placed on file.
