The City Council of the City of New Hampton met in regular session in the Council Chambers on Monday, July 22, 2019 at 7:00 p.m.
The meeting was called to order by Mayor Larsen at 7:00 p.m. Council members present were Denner, Diiro, McDonald, Perkins and Carey. Kuhn was absent. Jr Mai, Courtney Lechtenberg, Tammy Robinson, Tim Angell, Rick Kramer, Jerry Heying, Jason Speltz, Mike & Shirley Troyna, Bobby Schwickerath, Jeff Bernatz and City Attorney Kevin Kennedy were also present.

The Planning and Zoning Commission approved the request of Mike and Shirley Troyna to rezone their property at 302 East Prospect. City Attorney Kevin Kennedy shared with the Council that Mike Troyna is no longer working on vehicles in his garage and would like the property to be rezoned R-3. Moved by Carey, seconded by Denner; That Resolution No.6400 A RESOLUTION SETTING DATE FOR A PUBLIC HEARING ON THE REZONING OF REAL ESTATE OF MICHAEL AND SHIRLEY TROYNA FROM C-2 TO R-3 (hearing date of August 19, 2019 at 7:00 pm), be approved. Park & Recreation Director Rick Kramer requested the final payment be made to Mechanical Inc. for the spray pad and pool improvement project. Rick Kramer, on behalf of the TRIBE Trial committee, is requesting to move the east-bound 25 MPH speed limit sign on West Main Street near the intersection with Industrial Ave. He is also requesting to move the west-bound 45 MPH sign, west, past the Industrial Avenue intersection. The City Code already designates a 25 mph zone for 200’ in either direction of the school district, so an ordinance change is unnecessary.
Water Superintendent Jerry Heying presented a list of specifications for the project for the east water tower. Bids will be accepted until 5:00 pm, August 5, 2019. Moved by Carey, seconded by Perkins; That the specifications and bid sheet for the east water tower painting project, be approved. Ayes – Five. Nays – None. Absent – Kuhn. Motion carried.
New Horizons-Chamber director, Jason Speltz, requested street closings for the ‘Shop the ‘Square’ event on July 24, 2019. Moved by McDonald, seconded by Perkins; That the request to close South Chestnut, from Main Street to the alley and North Walnut, from Main Street to the alley, for the ‘Shop The Square’ event on July 24, 2019 from 8:00 am to 7:00 pm, be approved. City Clerk Karen Clemens requested the council review the current allowed procedure of allowing residents to run a stream of water, without charge, to prevent their water pipes from freezing during the winter months. The City Code does not address this issue and consequently the City is not recouping its cost from the extra water and sewer charges as a result of this practice. This issue will be discussed at future meetings.
City Attorney Kevin Kennedy reported on the Board of Adjustment hearing for Milton Frese. The Board of Adjustment approved the variance for the backyard setback. The original lot depth was considerably smaller than other developed lots. A building permit will be issued.
