The City Council of the City of New Hampton met in regular session in the Council Chambers at 112 East Spring Street, New Hampton Iowa at 7:00 p.m. Monday, March 4, 2024. The meeting was called to order by Mayor Geerts at 7:00 p.m. Council members present were Larsen, Porath, Denner, Fisher and Humpal. Speltz was absent. Also in attendance were Tim Pederson, Casey Mai, Kristi Pederson, City Attorney Todd Prichard, Amanda Webb of Hacker Nelson, Bill & Mary Prouty, Kelly O’Donnell, Bob Fenske and several NHHS students.

Moved by Larsen, seconded by Fisher; that the consent agenda be approved as presented. Ayes – Five. Nays – None. Absent – Speltz. Motion carried.

Amanda Webb, auditor with Hacker Nelson presented the FY2023 Audit. Moved by Porath, seconded by Humpal; That the FY2022/2023 audit for the City of New Hampton be approved and filed with the Iowa State Auditor’s office. Ayes – Five. Nays – None. Absent – Speltz. Motion carried.

City Attorney Todd Prichard opened two bids that were received for the sale of Gardner Ave described as:

That portion of East Gardner Street between Locust Avenue and Spring Creek, excluding the approximately 150’ east of the dead end road of Gardner Ave.

Kelly O’Donnell $12,500 with escalation clause of $1,250 increase over highest bid
Bill & Mary Prouty $16,000 with escalation clause of $2,561increase over highest bid, with a cap of $18,561

City Attorney Todd Prichard recommended the council approve the bid of O’Donnell calculated to be:

Prouty’s highest bid of $18,561 plus the increase of $1,250 for a final winning bid of $19,811. The City will provide the completed survey of the property; Prichard will prepare documents for O’Donnell’s attorney. Moved by Denner, seconded by Larsen; That Resolution No. 6620 A RESOLUTION ACCEPTING THE BID OF KELLY O’DONNELL IN THE AMOUNT OF $19,811 FOR THE PURCHASE OF THE 0.531 ACRES OF THE GARDNER AVE ROW EXTENSION, be approved. Ayes – Larsen, Porath, Denner, Fisher, Humpal. Nays – None. Absent – Speltz. Resolution approved.

PWD Mai presented a quote of $70,000 from Macqueen Equipment for a snow blower for the street department. Street department staff will sell the existing snow blower though the Iowa League of Cities or an online auction. Moved by Denner, seconded by Larsen; That Resolution No. 6621 A RESOLUTION APPROVING THE PURCHASE OF A USED 2007 SNOGO MP-3D BLOWER, be approved. Ayes – Larsen, Porath, Denner, Fisher, Humpal. Nays – None. Absent – Speltz. Resolution approved.

PWD Mai updated the council on the Kenwood Ave project with Chickasaw County. The 28E Agreement is being completed and the Chickasaw County Board of Supervisors has agreed to a 5 year, 0% loan for the City of New Hampton’s portion of the construction. The first payment for the City of New Hampton will possibly be July, 2025.

Moved by Porath, seconded by Fisher; that the meeting adjourn at 7:33 p.m. Ayes – Five. Nays – None. Absent – Speltz. Motion carried.
