The City Council of the City of New Hampton met in regular session in the Council Chambers at 112 East Spring Street, New Hampton Iowa at 7:00 p.m. Monday, March 6, 2023. The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present were McDonald, Speltz, Daly, Denner, Fisher and Humpal. Also in attendance were Casey Mai, Tammy Robinson, Tara Hackman, Amanda Webb with Hacker Nelson & Co. CPA’s, Sara Scobee, NHHS students and City Attorney Todd Prichard.

Moved by McDonald, seconded by Humpal; That the consent agenda be approved. Ayes – Six. Nays – None. Absent –None. Motion carried.

Amanda Webb from Hacker Nelson & Associates shared with the council the results of the audit for Fiscal Year 21/22. Moved by Daly, seconded by Speltz; That the 2021/2022 Fiscal year audit for the City of New Hampton be approved and filed with the Iowa State Auditor’s office. Ayes – Six. Nays – None. Absent –None. Motion carried.

PWD Mai has received comments from property owners who live around the Little Sprouts Daycare facility regarding pedestrian safety concerns. The council discussed each of the four intersections around the day care facility.
A. North Water & East Hale: no signage exists for traffic entering Water Ave
B. North Water & East Court: Stop signs for east/west traffic
C. North Locust & East Court: Yield signs exist for east/west traffic
D. North Locust & East Hale: Stop signs for east/west traffic

After discussion, the council requested on ordinance change for the intersections A & C. Specifically, installing a stop sign for traffic entering Water Ave from Hale Street; creating a 4 way stop intersection at North Locust & East Court. Also, the Council is recommending no parking on the West side of North Locust for approximately132’, between 6:00 am – 6:00 pm Monday Through Friday. This area is measured from the sidewalk crossing south 132’. Moved by McDonald, seconded by Fisher; That an Ordinance entitled “AN ORDINANCE AMENDING THE STOP OR YIELD REQUIRED” receive its first consideration. Ayes- McDonald, Speltz, Daly, Denner, Fisher and Humpal. Nays – None. Absent –None. Mayor Schwickerath ordered the item be on the agenda at the next regular council meeting for its second consideration.

New Hampton resident Sara Scobee attended the council meeting to request having a horse on her property, which is located inside the city limits. Her address of 2200 South Linn Ave and she is requesting the council allow her no more than 2 horses on her property. The council was in favor of limiting her to two horses as long as she is the owner of the property. City Attorney Prichard will draft an agreement which grants her permission to have no more than 2 horses. Ms Scobee is aware that she also needs permission from the Board of Adjustment for a Special Exception to the Zoning Ordinance. If that request is approved, Prichard will prepare the agreement for signatures from both parties. This request will be discussed at the next possible council meeting after the Board of Adjustment has reviewed the request.

PWD Mai has been contacted by the resident at 222 East Washington who is concerned about the erosion of his property due to the water way that runs through his property. Mai is also concerned that the erosion would soon impact Foley Ave as the waterway was contributing to erosion along the street. Mai is requesting council approval to install rip/rap (old concrete) to the area as time and finances allow. The council supported Mai’s request to discuss with the property owner possible solutions for the erosion concerns.

Moved by Fisher, seconded by Daly; That the meeting adjourn at 8:00 p.m. Ayes – Six. Nays – None. Absent –None. Motion carried.
