The City Council of the City of New Hampton met in regular session utilizing Zoom.com with the Mayor and City Clerk in attendance at city hall on Monday, May 4, 2020 at 7:00 p.m.

The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present on Zoom.com were Kuhn, McDonald, Perkins, Boos, Denner and Diiro. Also in attendance via Zoom.com was Jr. Mai, Zachary Nosbisch, Brian Quirk, Zane Brandt with Farr Technologies, Sheila Kobliska with MercyOne Hospital, Jerry Heying, Rick Kramer, Bob Fenske and City Attorney Kevin Kennedy were also present.

Mayor Schwickerath made the following remarks: “Thank you all for attending this meeting via Zoom. As COVID19 presents a threat to the public health, we are complying with the Governors orders to limit gatherings of 10 people or less. Please let us know if you cannot hear the conversation, we will try and assist your issue. This is a public meeting and it will be conducted in the same manner as if we were all in the council chambers together. I ask the public to refrain from making comments unless addressed by the Mayor or Council member. All voting will be taken as a roll call vote to avoid discrepancies.”

Sheila Kobliska, Senior Life Solutions Coordinator with MercyOne Hospital shared with the council that May is “Mental Health Awareness Month.

Moved by Perkins, seconded by Diiro; The agenda be approved as presented. Roll Call Vote: Ayes- Kuhn, McDonald, Perkins, Boos, Denner, Diiro. Nays-None. Motion carried.

Moved by Diiro, seconded by McDonald; That the minutes of the April 20, 2020 regular Council meeting, be approved. Roll Call Vote: Ayes- Kuhn, McDonald, Perkins, Boos, Denner, Diiro. Nays-None. Motion carried.
Moved by Perkins, seconded by Diiro; That claims in the amount of $95,683.71 be approved. Roll Call Vote: Ayes- Kuhn, McDonald, Perkins, Boos, Denner, Diiro. Nays-None. Motion carried.

Moved by Perkins, seconded by Boos; That an ordinance entitled “AN ORDINANCE DEFINING A SOLAR ENERGY SYSTEM AND INCLUDING A SOLAR ENERGY SYSTEM AS A SPECIAL EXCEPTION IN AN A-1 ZONING DISTRICT” receive its second consideration. Roll Call Vote: Ayes- Kuhn, McDonald, Perkins, Boos, Denner, Diiro. Nays-None. Mayor Schwickerath ordered the ordinance change request be placed on the agenda for the next regular council meeting for its third and final consideration.

City Attorney Kevin Kennedy opened the bids for the 2020 Street Restoration Project. The bids received were:

Fahrner Asphalt Sealers $2.25 per Sq. Yd
Heartland Asphalt, Inc. $2.46 per Sq. Yd
Blacktop Service Company $2.15 per Sq. Yd
Prairie Road Builders $2.28 per Sq. Yd

Jr Mai requested the council approve the bid of Blacktop Service Company. Moved by Denner, seconded by McDonald; That Resolution No, 6424 A RESOLUTION ACCEPTING THE BID OF BLACKTOP SERVICE COMPANY FOR $2.15 PER SQ YD FOR THE 2020 NEW HAMPTON STREET RESTORATION PROJECT, be approved. Roll Call Vote: Ayes- Kuhn, McDonald, Perkins, Boos, Denner, Diiro. Nays-None. Resolution passed.

Moved by Perkins, seconded by Diiro; That Resolution No. 6425 A RESOLUTION SETTING DATE OF PUBLIC HEARING FOR MAY 18, 2020 TO HEAR CITIZEN COMMENTS REGARDING THE AMENDMENT OF THE CITY BUDGET FOR YEAR ENDING JUNE 30, 2020, be approved. Ayes – Kuhn, McDonald, Perkins, Boos, Denner, Diiro. Nays – None. Resolution adopted.

Moved by Kuhn, seconded by Diiro; That the request for the New Hampton Municipal Light Plant and Farr Technologies to work in the city right-of-way, be approved. Roll Call Vote: Ayes- Kuhn, McDonald, Perkins, Boos, Denner, Diiro. Nays-None. Motion approved.

The council discussed a 33’ section of city property that is located along Western Ave at the intersection of West Wilson. The adjoining property owner to the south of this property is interested in purchasing the 33’. City attorney Kevin Kennedy reminded the council that they need to determine if the property is no longer a public benefit and to put the land up for sale. The city will need to retain a sewer easement through the property. Moved by Boos, seconded by Perkins; That RESOLUTION 6426 SETTING DATE OF PUBLIC HEARING FOR MAY 18, 2020 TO HEAR CITIZEN COMMENTS REGARDING THE SALE OF CITY PROPERTY, WITH A MINIMUM BID OF $2,500.00, be approved. Roll Call Vote: Ayes- Kuhn, McDonald, Perkins, Boos, Denner, Diiro. Nays-None. Resolution passed.

Wastewater Superintendent Tim Angell joined the meeting at 7:13 pm.

The City of New Hampton owns property on the southwest part of the city known as Croell’s 3rd Addition. The property was donated to the City of New Hampton in 2017. The TRIBE Trail is planning on building Phase 3 of the trail on this property but has not finalized a specific route. Three different residents who have property adjoining Croell’s 3rd Addition have shown interest in purchasing a portion of the lot. Rick Kramer spoke on behalf of the TRIBE Trail committee and requested that the council not sell any of the property until a final determination can be made of the exact location of Phase 3 of the trail. No action was taken.

Rick Kramer, Park and Recreation Director, shared with the council some plans of installing drainage tile south of Mikkelson park on the property owned by Nick and Lindsay Valentini. The property area that needs to be improved with drainage tile is a result of storm water from Sunrise and Sunset streets and from the park. Valentini’s have discussed their intentions to improve the area and have asked the City of New Hampton to contribute to the project to alleviate storm water problems for residents in that area. There was a lengthy discussion regarding the most cost effective way to improve the storm water flow. Street Superintendent Jr Mai suggested that the tile could possibly be connected to existing storm sewer infrastructure. Moved by Denner, seconded by Boos; To table the issue of installing drainage tile south of Mikkelson Park on Nick and Lindsey Valentini property. Mai will report back to the council at the May 18, 2020 council meeting. Roll Call – Ayes – Kuhn, McDonald, Perkins, Boos, Denner, Diiro. Nays – None. Motion carried.

Moved by Kuhn, seconded by Diiro; That the Application for Tax Exemption under the City of New Hampton, Iowa’s Urban Revitalization Plan for Cory & Tara Hackman and Andy & Jessica Geerts, be approved.
Roll Call: Kuhn, McDonald, Boos, Denner Diiro. Nays- None. Abstain – Perkins. Motion carried.

Moved by Kuhn, seconded by Perkins; That the water department solicit bids for the west water tower repairs, with bids due May 18, 2020 at 5:00 pm, be approved. Roll Call Ayes – Kuhn, McDonald, Perkins, Boos, Denner Diiro. Nays – None. Motion carried.

High school principal Sara Updegraff has informed City Clerk Karen Clemens that the NHCSD would like to honor the graduates with a commencement parade on May 17, 2020 between 3:00 and 4:00 pm. They are not requesting any assistance with traffic control; it is a procession and will not be stopping traffic at any location. She requested that the council is aware of the schools plans.
