The City Council of the City of New Hampton met in regular session in the Council Chambers on Monday, November 19, 2018, at 7:00 p.m.

The meeting was called to order by Mayor Larsen at 7:00 p.m. Councilmembers present were Perkins, Carey, Denner, Diiro, Kuhn and McDonald. City Attorney Kevin Kennedy, Zachary Nosbisch, Jr Mai, Tammy Robinson, Tim Angell, Mira Schmitt-Cash, and several high school government students were also present.

Moved by Kuhn, seconded by Perkins; That the agenda be approved as amended, by removing items A (Fox Engineering’s Presentation), B (Extension of Biotic Ligand Model Sampling Agreement) and adding item D (Board of Adjustment- Dave Root). Ayes-Six. Nays-None. Motion carried.

Moved by Carey, seconded by McDonald; That the minutes of the November 5, 2018 regular Council meeting be approved. Ayes-Six. Nays-None. Motion carried.

Moved by Perkins, seconded by Diiro; That claims in the amount of $104,018.33 be approved. Ayes-Six. Nays-None. Motion carried.

Moved by Carey, seconded by McDonald; Appointing Kevin Kennedy (City Attorney), Scott Perkins

(Finance Committee Chair) and Deb Larsen (Mayor) as the committee to negotiate the Union Agreement. Ayes-Six. Nays-None. Motion Carried.

Moved by Kuhn, seconded by Denner; That Resolution No. 6370 A RESOLUTION AUTHORIZING ANNUAL APPROPRIATIONS FROM TAX INCREMENT REVENUE, be approved. The roll call resulted as follows: Ayes- Carey, Denner, Kuhn and McDonald. Nays-None. Perkins and Diiro abstained. Resolution adopted.

Moved by Perkins, seconded by Mcdonald; That Resolution No. 6371 A RESOLUTION AWARDING AND ECONOMIC DEVELOPMENT GRANT TO TAMMY BARTA, OWNER OF FOLLOWUP SCRUBS IN THE AMOUNT OF $5,000, be approved. The roll call resulted as follows: Ayes-Perkins, Carey, Denner, Diiro, Kuhn, and McDonald. Nays-None. Resolution adopted.

City Attorney Kennedy reported that the Board of Adjustment approved the 11 foot 6 inch front yard variance request of Dave Root to build a house at 628 West Spring Street.

Street Superintendent Donald Mai, Jr. brought in the storm water tile line from South Maple Avenue to show how full of tree roots the line was.

Mayor, Deb Larsen discussed our current snow removal ordinance and the complaints she received about the prohibited street parking on the day of a snow fall.

Moved by Denner, seconded by Kuhn; That the meeting adjourn at 7:26 p.m. Ayes-Six. Nays-None. Motion carried.
