The City Council of the City of New Hampton met in regular session on Zoom.com at 7:00 p.m, Monday, November 2, 2020. The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present via Zoom.com were Perkins, Boos, Diiro, Kuhn, McDonald. Also in attendance were Zach Nosbisch, Tammy Robinson, Courtney Lechtenberg, Eric Kuehn, NHCSD Superintendent Jay Jurrens and City Attorney Kevin Kennedy.

Moved by Diiro, seconded by Perkins; The agenda be approved as presented. Ayes- Perkins, Boos, Diiro, Kuhn, McDonald. Nays – None. Absent – Denner. Motion carried.

Moved by Diiro, seconded by Boos; That the minutes of the October 19, 2020 regular Council meeting, be approved Ayes- Perkins, Boos, Diiro, Kuhn, McDonald. Nays – None. Absent – Denner. Motion carried.

Moved by Boos, seconded by Perkins; That claims in the amount of $147,626.80 be approved. Ayes- Perkins, Boos, Diiro, Kuhn, McDonald. Nays – None. Absent – Denner. Motion carried.

The council discussed the proposed accessory building zoning change as it applies to residential areas outside the city limits. Moved by Boos, seconded by Kuhn; That an Ordinance entitled ‘AN ORDINANCE AMENDING REGULATIONS FOR DETACHED ACCESSORY BUILDINGS’ receive its second consideration. Ayes- Perkins, Boos, Diiro, Kuhn, McDonald. Nays – None. Absent – Denner. Motion carried. Mayor Schwickerath ordered the ordinance change request be placed on the agenda for the next regular council meeting for its third and final consideration.

New Hampton Community School District Superintendant Jay Jurrens is requesting that the school install a crossing light on West Main Street where students cross from St. John’s School of Religion to the high school and middle school property. The new lights will be activated by the pedestrian; located where there are existing poles for the crosswalk. The Council requested the flashing light be red. Kevin Kennedy stated that this new school stop will require an ordinance change.

Denner joined the meeting by telephone at 7:14 pm.

Moved by Kuhn, seconded by Diiro; To direct City Attorney Kevin Kennedy to prepare an ordinance change for the installation of a flashing red crossing light at 710 West Main Street and to allow the New Hampton Community School district to install the crossing light in the City of New Hampton Right-of-Way, be approved. Ayes- Perkins, Boos, Denner, Diiro, Kuhn, McDonald. Nays – None. Absent – None. Motion carried.

Moved by Denner, seconded by Boos; That the 2019/2020 Urban Renewal Report be approved. Ayes- Perkins, Boos, Denner, Diiro, Kuhn, McDonald. Nays – None. Absent – None. Motion carried.

Moved by McDonald, seconded by Diiro; That Resolution NO. 6450 RESOLUTION AUTHORIZING ANNUAL APPROPRIATIONS FROM TAX INCREMENT REVENUE, be approved. Ayes- Perkins, Boos, Denner, Diiro, Kuhn, McDonald. Nays – None. Absent – None. Motion carried.

Moved by Boos, seconded by Perkins; To appoint Lori Carey to the Airport Commission for the unexpired tern until June 30, 2026, be approved. Ayes- Perkins, Boos, Denner, Diiro, Kuhn, McDonald. Nays – None. Absent – None. Motion carried.

Moved by Diiro, seconded by Boos; That the application for liquor license #LC0043934 for Bowl Away Lanes and Lounge at 2177 South Linn Ave. and #BC0029806 Kwik Star #895 at 825 West Milwaukee, be approved. Ayes- Perkins, Boos, Denner, Diiro, Kuhn, McDonald. Nays – None. Absent – None. Motion carried.

The Council discussed the status of the lawsuit the city is involved with Chickasaw County regarding the ambulance service and the 28E Agreement. City Attorney Kevin Kennedy informed the council that the Settlement Hearing is scheduled for December 21, 2020 and the trial date is May 5, 2020.
