The City Council of the City of New Hampton met in regular session in the Council Chambers at 112 East Spring Street, New Hampton Iowa at 7:00 p.m. Monday, November 21, 2022. The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present were Humpal, McDonald, Speltz, Denner and Fisher. Daly was absent. Also in attendance were Zach Nosbisch, Nick Sylvester and guests, Bob Fenske, Kennen Sada and several NHHS students.

Moved by Speltz, seconded by McDonald; that the consent agenda be approved as presented. Ayes – Five. Nays – None. Absent – Daly. Motion carried.

City Clerk Karen Clemens presented a Budget Amendment for Fy2022/2023. The fiscal year budget was finalized prior to our agreement with the county for ambulance service. Moved by Denner, seconded by Fisher; That RESOLUTION NO 6543 RESOLUTION TO SET A PUBLIC HEARING FOR THE 2022/2023 BUDGET AMENDMENT#1 FOR DECEMBER 5, 2022, be approved. Ayes- Humpal, McDonald, Speltz, Denner and Fisher. Nays – None. Absent – Daly. Resolution approved.

The TRIBE Trail committee needs approval from the Council to enter into an agreement with IDNR for the Resource Enhancement and Protection (REAP) Grant for $75,000 Moved by Fisher, seconded by Speltz; That Resolution No 6544 A RESOLUTION ENTERING INTO GRANT AGREEMENT WITH IDNR FOR THE REAP GRANT FOR PHASE 3 OF THE TRIBE TRAIL, be approved. Ayes- Humpal, McDonald, Speltz, Denner and Fisher. Nays – None. Absent – Daly. Resolution approved.

Police Chief Zach Nosbisch introduced Kirk Sylvester as a new police officer. Sylvester starts on December 5th and then will attend school for 12 weeks and become certified. Sylvester recited the Oath of Office with Mayor Schwickerath and received his badge.
Nosbisch has hired another officer who will be sworn in at the next council meeting on December 5th, 2022. He will also attend a multi-week law enforcement training school.

Moved by McDonald, seconded by Fisher; that the meeting adjourn at 7:09 p.m. Ayes –Five . Nays – None. Absent – Daly. Motion carried.
