The City Council of the City of New Hampton met in regular session in the Council Chambers at 112 East Spring Street, New Hampton Iowa at 7:00 p.m. Monday, November 7, 2022. The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present were Fisher, Speltz, Daly and Denner. Humpal and McDonald were absent. Also in attendance were Zach Nosbisch, Casey Mai, Tammy Robinson, Matt Kuhn, Jeff Bernatz, Bob Fenske, Megan Baltes, Kennen Sada and several NHHS students.

Moved by Daly, seconded by Fisher; that the consent agenda be approved as presented. Ayes – Four. Nays – None. Absent – Humpal and McDonald. Motion carried.

City Clerk Karen Clemens presented the Annual Appropriations request that provides the Chickasaw County Auditor of the amount of funds I need to pay the TIF rebates in FY23/24. Moved by Denner, seconded by Speltz; That RESOLUTION NO 6541 ANNUAL APPROPRIATIONS REQUESTING TIF REVENUES OF $ $300,110 FOR FY2023-2024, be approved. Ayes- Fisher, Speltz, Daly, Denner. Nays – None. Absent – Humpal, McDonald. Resolution approved.

The TRIBE Trail committee has begun the preparations to apply for a Community Attraction and Tourism (CAT) grant. The committee needs Council approval of the Memorandum of Understanding (MOU) to proceed with the project.
Moved by Fisher, seconded by Speltz; That Resolution No 6542 A RESOLUTION ENTERING INTO A MEMORANDUM OF UNDERSTANDING WITH THE IOWA NORTHLAND REGIONAL COUNCIL OF GOVERNMENTS FOR GRANT WRITING SERVICES FOR A COMMUNITY ATTRACTION AND TOURISM APPLICATION FOR PHASE 3 OF THE TRIBE TRAIL PROJECT, be approved. Ayes- Fisher, Speltz, Daly, Denner. Nays – None. Absent – Humpal, McDonald. Resolution approved.

Police Chief Zach Nosbisch shared with the council that he has hired an officer with a starting date of December 5, 2022. Nosbisch is also retesting two additional applicants. Also, Nosbisch has received revised prices on the vehicle he is planning on purchasing. The pricing is: Dodge Charger $38,597.00, Durango $39,417.00 and Chevy Tahoe $41,000. Nosbisch would prefer to stay with the Durango as the resale price will be better.

The current garage space lease between the City of New Hampton and the Chickasaw County Ambulance Council (CCAC) will likely be ending December 31, 2022. Matt Kuhn, Chair of the Board of Supervisors, requested the use the same garage space for the newly created Chickasaw County Ambulance Service which will become effective January 1, 2023. No action was taken.

Clemens informed the Council that the custodian, Deb Rosonke, has resigned from her position. Her last working day will be November 11, 2022. Clemens is requesting to advertise for a contracted custodial service rather than a full time employee. Moved by Daly, seconded by Fisher; To direct Clemens to advertise for a custodial service for the library, fire station and community center, be approved. Ayes – Four. Nays – None. Absent – Humpal and McDonald. Motion carried.

Moved by Daly , seconded by Fisher ; that the meeting adjourn at 7:13 p.m. Ayes –Four . Nays – None. Absent – Humpal, McDonald. Motion carried.
