The City Council of the City of New Hampton met in regular session in the Council Chambers on Monday, September 16, 2019 at 7:00 p.m.

The meeting was called to order by Mayor Larsen at 7:00 p.m. Council members present were Perkins, Carey, Diiro, Kuhn and McDonald. Denner was absent. Zachary Nosbisch, Jr Mai, Courtney Lechtenberg, Tammy Robinson, Maggie Johnson, Bob Fenske and City Attorney Kevin Kennedy were also present.

Moved by Perkins, seconded by Diiro; The agenda be approved as presented. Ayes-Five. Nays-None. Absent – Denner. Motion carried.

Moved by Carey, seconded by Perkins; That the minutes of the September 3, 2019 regular Council meeting minutes be approved. Ayes-Five. Nays-None. Absent – Denner. Motion carried.

Moved by Perkins, seconded by McDonald; That claims in the amount of $321,732.07 be approved. Ayes-Five. Nays-None. Absent – Denner. Motion carried.

Economic Development Director Tammy Robinson explained to the council the need to amend the urban renewal area for the Five Star Cooperative building project. A public hearing needs to be set for the 2019 Urban Renewal Amendment. Moved by Diiro, seconded by Carey; That Resolution No. 6409 A RESOLUTION SETTING DATE FOR PUBLIC HEARING ON THE 2019 AMENDMENT TO THE URBAN RENEWAL PLAN FOR NEW HAMPTON URBAN RENEWAL AREA (Hearing date of October 21,2019), be approved. Ayes – Perkins, Carey, Diiro, Kuhn, McDonald. Nays – None. Absent – Denner. Resolution passed.

Councilmember Matt Kuhn requested the city council consider changing the city ordinance to include a Stop or Yield sign at the intersection of West Spring Street and South Sheakley Ave. Police Chief Zachary Nosbisch recommended installing a sign at the intersection to alleviate accidents. Moved by McDonald, seconded by Kuhn: That City Attorney Kevin Kennedy is directed to prepare an ordinance change for a yield sign at the intersection of South Sheakley and West Spring. The yield sign will require East and West bound traffic to yield to North and South bound traffic. Ayes – Five. Nays – None. Absent – Denner. Motion carried.

Moved by Kuhn, seconded by Perkins; That the 1 mile, 5K and 10K routes for the SNAP’s fundraiser on October 13, 2019 at 3:00 pm, be approved. Ayes – Five. Nays – None. Absent – Denner. Motion Carried.

Street Superintendent Jr Mai presented to the council a 20 year summary of the deterioration of the bridges on East Spring and East Hamilton. The Council directed Mai to follow up with the engineer who conducted the inspections to estimate a timeline of possible repairs. Mai will report back to the council.

City Clerk Karen Clemens shared with the Council the results of her inquiry regarding adjusting water/sewer charges for allowing residents to run their water in the winter months to prevent frozen pipes. Of the cities that responded, none adjusted for high water use during the winter months. Clemens wanted to share with the Council that utility bills will not be adjusted for high water usage during the winter season.

Moved by Perkins, seconded by Carey; That the liquor license for Pocketful of Posies at 24 East Main, be approved. Ayes – Five. Nays – None. Absent -Denner. Motion carried.

Moved by Diiro, seconded by Kuhn; That the liquor license for Casey’s General Store #1416, be approved. Ayes – Five. Nays – None. Absent – Denner. Motion carried.
