The City Council of the City of New Hampton met in regular session on Zoom.com on Monday, September 21, 2020 at 7:00 p.m.

The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present were Diiro, Kuhn, McDonald, Perkins, Boos, Denner. Also in attendance were Tammy Robinson, Zach Nosbisch, Bob Fenske, Nancy Wegner, Lisa Pool, Jason Speltz, Eric Kuehn and City Attorney Kevin Kennedy.

Moved by Diiro, seconded by Boos; The agenda be approved as presented. Ayes- Diiro, Kuhn, McDonald, Perkins, Boos, Denner. Nays – None. Absent – None. Motion carried.

Moved by Denner, seconded by Kuhn; That the minutes of the August 17, 2020 regular Council meeting, be approved. Ayes- Diiro, Kuhn, McDonald, Perkins, Boos, Denner. Nays – None. Absent – None. Motion carried.
Moved by Perkins, seconded by McDonald; That claims in the amount of $313,432.10 be approved. Ayes- Diiro, Kuhn, McDonald, Perkins, Boos, Denner. Nays – None. Absent – None. Motion carried.

Lisa Pool with Main Street Bloomers requested the council grant her permission to hang flower (petunias) baskets on the light poles on Main Street for the beautification of downtown. Moved by McDonald, seconded by Denner; To allow Main Street Bloomers to hang flower baskets from the light poles on Main Street. Ayes – Diiro, Kuhn, McDonald, Perkins, Boos, Denner. Nays – None. Absent – None. Motion carried.

Bids were requested for the City, Light Plant and Communications annual financial audit. The bids received were as follows:

Hacker, Nelson & Co., P.C.

FY 2021:

Moved by Perkins, seconded by Kuhn; That the proposal of Hacker, Nelson & Co., P.C. to perform the annual financial audit, be approved. Ayes – Diiro, Kuhn, McDonald, Perkins, Boos, Denner. Nays – None. Absent – None. Motion carried.

Police Chief Nosbisch presented the state bid pricing he received for a new police car. Bids were as follows:

Vern Laures

  • 2021 AWD Charger $29,679
  • 2021 AWD Durango $32,459

Moved by Kuhn, seconded by Diiro; To accept the bid of Vern Laures Auto Center for a 2021 AWD Charger in the amount of $29,679, be approved. Ayes – Diiro, Kuhn, McDonald, Perkins, Boos, Denner. Nays – None. Absent – None. Motion carried.

At the September 16th Advisory Board meeting a motion was made to grant Brandy Salinas with the Locker-Room Sports Bar & Restaurant a $5,000 grant towards the repairs on the building. Moved by Perkins, seconded by McDonald; That an Economic Development Grant of $5,000 be awarded to Brandy Salinas for The Locker Room Sports Bar & Restaurant for building improvements, be approved. Ayes – Diiro, Kuhn, McDonald, Perkins, Boos, Denner. Nays – None. Absent – None. Motion carried.

Carrie Becker has requested to reduce the amount in her petty cash fund $240.00 to $100.00. Moved by Denner, seconded by Kuhn; That Resolution No. 6444 A RESOLUTION AMENDING RESOLUTION NO. 6413 AND THE AMOUNT IN THE LIBRARY PETTY CASH FUND TO $100.00, be approved. Ayes – Diiro, Kuhn, McDonald, Perkins, Boos, Denner. Nays – None. Absent – None. Resolution approved.

The P&Z commission has recommended that the Zoning Ordinance be changed to limit the size of accessory buildings to 1500 sq ft. Moved by Perkins; That an Ordinance amending regulations for detached accessory buildings receive its first consideration. Motion died for lack of second. The council would like to do some research on this issue and table it until next regular council meeting.

Moved by Kuhn, seconded by Denner; Approving the application of William & Rose Lowe and Sam Boos for Tax Exemption under the City-Wide Urban Revitalization Plan for New Hampton and authorizing the Mayor to sign the application and forward to the County Assessor, be approved. Ayes – Diiro, Kuhn, Perkins, Denner. Nays – None. Abstain – McDonald, Boos. Absent – None. Motion carried.

Moved by Diiro, seconded by Perkins; That the resignation of Dave Gorman from the Airport Commission, be approved. Ayes – Diiro, Kuhn, McDonald, Perkins, Boos, Denner. Nays – None. Absent – None. Motion carried.

Moved by Denner, seconded by McDonald; That the resignation of Don Mai, Jr from the Street Department, be approved. Ayes – Diiro, Kuhn, McDonald, Perkins, Boos, Denner. Nays – None. Absent – None. Motion carried.

Kevin Kennedy presented the results from the Board of Adjustment’s decision on the request from Omega Machine Tool Inc for a rear yard setback on an office addition to their existing building. This request was approved.

Moved by McDonald, seconded by Denner; To direct City Attorney Kevin Kennedy to forward the letter to the Chickasaw County Board of Supervisors regarding the council’s concerns with the proposed 28E agreement for ambulance service with the Chickasaw Ambulance Council, be approved. Ayes – Diiro, Kuhn, McDonald, Perkins, Boos, Denner. Nays – None. Absent – None. Motion carried.
