The City Council of the City of New Hampton met in regular session in the Council Chambers at 112 East Spring Street, New Hampton Iowa at 7:00 p.m. Tuesday, September 3, 2024. The meeting was called to order by Mayor Geerts at 7:00 p.m. Council members present were Speltz, Denner, Fisher, Larsen and Porath.  Humpal was absent.  Also in attendance were attorney Wm. Baresel, Tammy Robinson, Police Chief Conrad Rosendahl, Dylan Walleser, Shelly Reicks, Cory McDonald, Bob Fenske and several NHHS students.

Moved by Larsen, seconded by Porath; that the Consent Agenda be approved as presented.  Ayes – Five. Nays – None. Absent – Humpal.  Motion carried.

 

Police Chief Conrad Rosendahl is requesting to update the agreement between the City of New Hampton and newly hired employees which outlines the training expenses incurred and the reimbursement agreement if the employee leaves City of New Hampton employment.  Staff has utilized an existing agreement but this agreement has been updated with changes.  Moved by Denner, seconded by Fisher; That RESOLUTION No. 6666 A RESOLUTION APPROVING A TRAINING EXPENSE REIMBURSEMENT AGREEMENT, be approved.  Ayes – Speltz, Denner, Fisher, Larsen, Porath. Nays – None.  Absent – Humpal.  Resolution approved.

 

Police Chief Conrad Rosendahl is requesting to hire Dylan Walleser, a recent graduate of the Iowa Law Enforcement Academy at the rate of the $29.25 to start September 6, 2024.  Moved by Porath; seconded by Larsen; That RESOLUTION No. 6667 A RESOLUTION HIRING DYLAN WALLESER AS POLICE OFFICER AT A RATE OF PAY OF $29.25 PER HOUR; APPROVE THE REIMBURSEMENT OF $13,413.33 TRAINING EXPENSES TO MAR-MAC POLICE DEPARTMENT; AND REIMBURSE $744.66 FOR WALLESER’S BALLISTIC BULLET PROOF VEST, be approved. Ayes – Speltz, Denner, Fisher, Larsen, Porath. Nays – None.  Absent – Humpal.  Resolution approved.

 

Police Chief Conrad Rosendahl is requesting to purchase a 2024 Chevy Silverado at a total cost of $76,882.31 from Karl Emergency Vehicles.  The vehicle will be turn-key, except for the lettering/markings on the vehicle and installation of the cage.  Moved by Denner, seconded by Porath; That Resolution NO. 6668 A RESOLUTION APPROVING THE PURCHASE OF A 2024 CHEVY SILVERADO FOR THE NEW HAMPTON POLICE DEPARTMENT, be approved

Ayes – Speltz, Denner, Fisher, Larsen, Porath. Nays – None.  Absent – Humpal.  Resolution approved.  Rosendahl will solicit bids for the 2016 Dodge Charger when equipment has been transferred to the new vehicle.

 

Economic Development Director Tammy Robinson is requesting to hire Megan Baltes as part time Assistant Economic Development Director at a pay rate of $20.60 and also offer 50% of the health insurance benefit. Council members were concerned that offering benefits to part time employees may set precedent for part time employees.  Moved by Porath, seconded by Fisher; That RESOLUTION No. 6669 A RESOLUTION HIRING MEGAN BALTES AS REGULAR PART TIME ASSISTANT ECONOMIC DEVELOPMENT DIRECTOR AT A RATE OF PAY OF $20.60  INCLUDING 50% HEALTH INSURANCE BENEFIT, be approved.  Ayes –  Speltz, Denner, Fisher, Porath. Nays – Larsen.  Absent – Humpal.  Resolution approved.

 

Resident Scott Jencks is building a home at 106 LE Stein Lane and is requesting to delay the installation of a sidewalk until adjacent property owners have installed a sidewalk. Jencks was not in attendance at the meeting so the issue was tabled until the September 16, 2024 City Council meeting.

 

Scott & Carrie Bohaty at 322 E Milwaukee Street are building a garage addition that is 50’ wide, with three garage doors that are 40’ wide.  They are requesting a 40’ driveway curb cut instead of the allowed 32’ curb.  Moved by Fisher, seconded by Larsen; That RESOLUTION No. 6670 A RESOLUTION ALLOWING Scott & Carrie Bohaty, who reside at 322 East Milwaukee Street, a 40 foot curb cut, be approved. Ayes – Speltz, Denner, Fisher, Larsen, Porath. Nays – None.  Absent – Humpal.  Resolution approved.

 

City Clerk Karen Clemens shared that Nick Henningsen has submitted his resignation to Casey Mai; his last day of employment with the City of New Hampton will be September 13, 2024

 

Also, Clemens is working with the SNAP organization volunteers to ensure that there is continued care for the animals at the dog pound.

 

Finally, Clemens informed the council about an error made in the Chickasaw County Auditor’s office regarding Tax Increment Financing (TIF) funds.  It was determined that in a good faith effort and in consideration to the ongoing partnership with the county, it was the opinion to continue with the current tax asking and return the overage of funds

 

Moved by Fisher, seconded by Denner; that the meeting adjourn at 7:46 PM. Ayes – Five. Nays – None. Absent – Humpal.  Motion carried.
