The City Council of the City of New Hampton met in regular session in the Council Chambers at 112 East Spring Street, New Hampton Iowa at 7:00 p.m. Tuesday, September 7, 2021. The meeting was called to order by Mayor Schwickerath at 7:00 p.m. Council members present were McDonald, Denner, Diiro and Fisher.  Perkins, Boos was absent.  Also in attendance were Casey Mai, Tammy Robinson, Rick Kramer, Jason Hackman, Lee and Lisa Pool, Dee McGrath, Gladys Schluetter, Dixie Zeien, Bob Fenske and several NHHS government class students and City Attorney Todd Prichard

 

Mayor Schwickerath introduced and welcomed the new city attorney, Todd Prichard.

 

Moved by McDonald, seconded by Fisher; that the agenda be approved as presented. Ayes-Four. Nays-None. Absent– Perkins and Boos.  Motion carried.

 

Moved by Diiro, seconded by Fisher; That the minutes of the regular council meeting of August 16, 2021, be approved. Ayes-Four. Nays-None. Absent– Perkins and Boos.  Motion carried.

 

Moved by Denner, seconded by Diiro; That the claims in the amount of $48,168.37    be approved. Ayes-Four. Nays-None. Absent– Perkins and Boos.  Motion carried.

 

Moved by Diiro, seconded by McDonald: That the City Street Finance Report for FY 2020/2021 be approved and forwarded to the Iowa Department of Transportation, be approved.  Ayes – Four.  Nays – None.  Absent – Perkins and Boos.  Motion carried.

 

The Tree committee accepted bids until Friday, September 3rd to remove a diseased tree at 625 West Main.  Street Supervisor Eric Kuehn has taken an inventory of trees in the ROW that are diseased and need to be removed.  They are a few trees that are too tall and the city’s equipment is inadequate, bid requests were sent out to several local contractors to remove these large trees.

Moved by Denner, seconded by Diiro: that the bid from Hangartner Tree Service in the amount of $ 955.00 to remove the diseased tree from 627 West Main, be approved. Ayes – Four.  Nays – None.  Absent – Perkins and Boos.  Motion carried.  City Clerk Clemens will notify the bidders of the results.

 

The Little Light of Mine Christmas Light display committee presented a sketch of the requested route for the horses and wagons event on Dec 3 & 4th.  The committee would like to close East Spring from South 4th Ave through Mikkelson park.  This will allow the boarding of passengers on the wagon ride extra room.  There was a lengthy discussion regarding the safety of pedestrians, horses and vehicles and the flow of traffic.  Diiro will meet with the Little Light of Mine committee at Mikkelson Park to determine the most efficient and safe route for all the attendees.  The issue was tabled and will be discussed at the next regular City Council meeting.

 

Moved by McDonald,  seconded by Diiro;  That the request of Little Light of Mine to shoot fireworks off on City of New Hampton Property on December 18, 2021 (Rain Date of December 19, 2021), be approved.  Ayes – Four.  Nays – None.  Absent – Perkins and Boos.  Motion carried.

 

Resident Jason Hackman is requesting to remove his existing sidewalk along 216 South Maple Ave.  The existing sidewalk is not connected to the neighbors to the north or south.  The Council requests that Hackman sign the Sidewalk Removal Agreement which states they are required to reinstall the sidewalk if the resident to the north and south installs sidewalk. Moved by McDonald, seconded by Fisher; That Jason Hackman remove the sidewalk along South Maple that is adjacent to his address at 216 South Maple and sign the Sidewalk Removal Agreement that requires him to reinstall the sidewalk if the residents to the north and south install a sidewalk, be approved. Ayes – Four.  Nays – None.  Absent – Perkins and Boos.  Motion carried.

 

Moved by Denner, seconded by Diiro; To approve the resignation of Chris Jirak from the Board of Adjustment, effective immediately, be approved. Ayes – Four.  Nays – None.  Absent – Perkins and Boos.  Motion carried.

 

The Locker-Room is requested to have the Outdoor Service portion of their liquor license approved so they can have outdoor events.  Moved by McDonald, seconded by Fisher: That Locker-Room LLC LC0046904 request for an amendment to their existing liquor license to add Outdoor Service, be approved. Ayes – Four.  Nays – None.  Absent – Perkins and Boos.  Motion carried

Airport Commission Minutes of August 9, 2021

2020 Census Results

 

Public Works Director Casey Mai informed the council that he received an amendment to the original agreement with WWTP Contractor, Chris Even, to reduce his monthly fee from $7,800 per month to $6,240 per month.  This is an annual savings of $18,720.00.

 

Moved by McDonald, seconded by Diiro; that the meeting adjourn at 7:35 p.m. Ayes – Four.  Nays – None.  Absent – Perkins and Boos.  Motion carried.
